How rare are magical items in your world? Are they common enough to be purchased at stores, or do only a select few know of their existence?

Mundane objects that possess magical qualities often make for the most memorable items. Magic broomsticks, magic lamps, and magic beans have all become engrained in fantasy world lore. While a magic gemstone is certainly exceptional, a magic pebble might contain more character.

Can anyone in possession of a magical item use it, or can only certain people? Can a magical item be used immediately, or does it take time to attune to or learn?
