Puppet Factions

ELEMENT │ FACTION

Puppet factions are civilizations or other factions whose actions are largely or completely controlled by a dominant outside power. While these factions appear autonomous (they may possess their own government, flags, laws, etc) they act in accordance with the will of their controller. Fictional puppet factions are often used in cloak and dagger narratives or in worlds with nuanced global politics. Puppet civilizations may be the location or the main combatants in a proxy war between major world civilizations. Puppet civilizations may also have internal political factions seeking to gain autonomy from their controller – these internal groups may have the backing of outside forces seeking to sow discord.
